Microsoft Refuses to Reactivate Suspended or Cancelled Xbox Live Account

I had a subscription to xbox live and my credit card expired before the renewal date. I didnt really have much time to play xbox so I let the account go into suspension.
Now that I finally bought myself an xbox 360 I went to reactive my gamertag and I literally spent a couple hours trying to get it to work. I migrated my gamertag, updated my billing information, and nothing would work.
I emailed xbox support and they were basically no help, and forwarded me to their phone support. When I finally called them I jumped through all the hoops with their lame voice recognition answering system and finally talked to a person. After confirming all kinds of information, name, last 4 digits of my credit card number, what color underwear I was wearing... they finally informed me that my account was cancelled.
Cancelled? Because I let my membership slide it went into suspension and then was just cancelled! When I asked to reactivate my cancelled they refused and said that I needed to make a new gamertag and setup a completely new account. Well, I dont know if Microsoft knows anything about having an identity (clearly, they dont) but thats not something you want to take away from someone and it was beyond disappointing. I felt as if Microsoft had taken away my gaming life.
I went online to see if it was a bunch of bullshit, and sure enough I found many forum posts from other people who had their accounts cancelled and cannot be reactivated. Without a doubt, all of those folks had a lot more to lose than my low 14 rating on Halo2.
Microsoft should really consider a change to their terms of service. It wouldnt be so bad if the account was removed completely and I could start over with the old gamertag. What is ridiculous is that the account exists, it works, contains my personal information, and is being held hostage by Microsoft who refuses to reactivate an account that belongs to me. Well, according to their terms of service, my identity belongs to them, go figure.
